Vietnam - China signed a Memorandum of Understanding on Intellectual Property
In order to further enhance exchanges and cooperation in the field of intellectual property (IP), on June 14, 2019, in Hanoi, Vietnam Intellectual Property Office of Vietnam and China Intellectual Property Office (CNIPA) signed a Memorandum of Understanding bilateral cooperation - a legal basis for the two Agencies to promote projects and mutually beneficial cooperation activities related to IP innovation, application, protection and management.


The Memorandum of Understanding between the two Agencies aims to create a foundation for cooperation and development in the field of IP, sharing experiences in developing and implementing national IP strategies, IP laws and policies of the two countries, as well as other issues of mutual concern about IP; sharing practical experiences and cooperation in appraisal and authorization; Training and developing human resources; mobilize capital with intellectual property and information services to facilitate the use of intellectual property; information technology development and application; exchanging documents and data related to inventions, industrial designs and cooperation in developing resources; raise public awareness about IP.

This Memorandum of Understanding will replace the Memorandum of Understanding signed on October 19, 2017 between the two Agencies with the expansion of the cooperation field to the brand and the geographical indication after CNIPA received these two additional functions in 2018.

Speaking at the signing ceremony, Mr. Dinh Huu Phi - Director of the NOIP said that the Government of Vietnam always attaches great importance to the development of science, technology and innovation, in which IP is defined as a lever to promote innovation activities. IP is one of the important areas under the management of the Ministry of Science and Technology - the agency assigned by the Government to act as a focal point to coordinate with ministries and branches in state management of IP.

The signing of the Memorandum of Understanding will create a foundation for profound professional cooperation activities not only in the field of inventions and industrial designs but also expand into areas where CNIPA has just taken over from two other agencies, such as a trademark and geographical indication, contributing to facilitating the protection and commercialization of IP rights of enterprises in the other country.
