Improve the Decree on goods labels to help businesses save costs
The completion of the draft revision of Decree No. 43/2017 / ND-CP will help businesses save a lot of costs when this Decree is issued and put into practice.

On July 9, the Directorate for Standards, Metrology and Quality hosted a scientific workshop to comment on the Draft Decree amending and supplementing Decree No. 43/2017 / ND-CP on goods labels and the Circular stipulate the display of some compulsory labeling contents electronically. The workshop attracted the participation of more than 200 guests from agencies, associations, businesses, such as American Trade Association in Vietnam (AmCham), European Business Association in Vietnam and etc.

At the seminar, a lot of comments welcomed the Draft Circular regulating the presentation of some mandatory labeling contents electronically. At the same time, agencies, associations, businesses  are also very happy, support the issuance of this Circular when having electronic labels, businesses will save the cost of label printing as before.

Besides, there are also many opinions that some provisions of the Draft Amending and Supplementing Decree 43/2017 / ND-CP are not reasonable in practice.

An AmCham representative said that continually adjusting the labeling regulations is costly and a barrier for businesses. For example, in Clause 4, Article 9 of the draft Decree amending and supplementing the provisions on the responsibility of labeling goods will cause barriers for importing enterprises.

At the same time, some comments also suggest that the draft amendments to Decree 43/2017 / ND-CP should be clearer and more complete. Especially, the regulations on brand names for machinery and machinery components are imported from foreign countries or the purchase on e-commerce floors, when delivering goods to Vietnam, there will be no importer's name.

The representative of the Ministry of Science and Technology, Mr. Do Hoang Giang - Director of the Legal Department, said: “We sincerely thank and acknowledge all the comments contributed by agencies, associations and businesses. This is a preliminary draft, so we are looking forward to receiving a lot of comments to complete the draft revision of Decree No. 43/2017 / ND-CP so that it will be feasible and effective when promulgated."
